    Thumbs up Disable "hit sounds" when evaded/dead targests are NOT hit.

    When a unit or tower "doesn't land a hit" due to evasion or the target already being dead - it will still play a Hit Sound Effect for the attack.

    This "hit sound" on missed attacks or dead targets must be removed from the game, which will thus reduce needless-noise from DotA 2 games, and make it a cleaner sounding experience (just like how "Player-Pings" were removed from spectator games).
