This is currently irrelevant because the spell's area is the same on each level and is not changed by talents. But if you ever want to increase the area, or make it scale with levels, or add an AoE increasing talent, the particle effects of the storm won't properly adapt to it, because they are not fully dynamic.

Some parts of the particle system are dynamic and adapt properly. But some do not and stay always the same size. The dark blue cloud effect only adapts in one direction, when reducing the radius, but doesn't adapt to an increased radius.

The particles should have a dynamic radius
