    [Doom] Scorched Earth updating to talents & levels is very inconsistent

    Scorched Earth updates very inconsistently when leveling it up while currently active.

    1. The damage does not update when leveling the spell further up. It is set upon cast, and only updates upon recasting. However, the damage bonus from the talent updates it immediately.
    2. The movement speed does not update already placed buffs, but when placing new buffs on own creeps entering the area, it uses the current level, and not the cast level. Same for the movement speed talent.
    3. The hp regen does not update already placed buffs either, but also when placing new buffs on own creeps entering the area, it uses the current level, instead of the level upon cast. Unlike the movement speed talent, the hp regen talent instantly updates all existing buffs

    So there are 3 different behaviors. A spell's values should be set once upon cast, and only update upon getting refreshed.

    The movement speed and hp regen should be set on cast, and only update upon refreshing the cast.
