    [Doom] Make Devour go on cooldown based on the digestion time

    Currently, Devour has a fixed cooldown of 70/60/50/40 seconds.

    When devouring a creep with more than 1400/1200/1000/800 health, the modifier lasts longer than the cooldown, preventing you from using the spell even though it's ready.

    Therefore, how about making it go on cooldown based on the modifier's duration, with 70/60/50/40 as its minimum cooldown? It would make tracking its downtime easier and overall more clean.

    With this, the modifier would also need to be made to resist death. Currently, it is dispelled by death.
