    [C]Tranquil Boots' "fake cooldown" is affected by cooldown reductions/resets

    Repro1:
    1. Pick any hero and get Tranquil Boots
    2. Get an Octarine Core
    3. Attack an enemy

    Repro:
    1. Pick any hero and get Tranquil Boots
    2. Get a Refresher Orb
    3. Attack an enemy
    4. Use Refresher, or use -refresh command (also works with allied aghs upgraded Supernova)


    Result: Upon attacking, the Tranquil Boots get broken for 13 seconds. The "fake cooldown" however can be reset with Refresher Orb. Doing so does not affect the actual broken state. Tinker can reset that cooldown as well.

    Expected: Either its "cooldown" should not be resettable, or it should work like cooldown reductions, and affect the actual broken status of the boots as well.

    The interaction with cooldown reductions was fixed. It's still broken with cooldown resets.
