Charge-based spells are currently unaffected by Time Dilation... unless all charges are used up.

If all charges are used up, the cooldown on the icon is affected by Time Dilation. The recharge time of them is never affected. This causes your ability to desynchronise with the available charges. A charge gets ready but your ability still says no charges are ready because it's cooldown rate got slowed.

Time Dilation should slow the recharge rate of charge-based spells as well.

PS: This also goes for Chakra Magic. Right now, it causes the ability to be ready again before a charge is ready, which in some cases allows casting the spell like in wtf mode. Chakra Magic should reduce the recharge time as well.
