Disconnects(not able to connect) lead to BAN

This is not related to the internet provider and happens for all people, so I was able to record a video the following bug:

    - You start the game
    - You can't connect to the game for some reasons. Dota two game is not connecting. All other applications are able to connect to internet.
    - You got a ban for 5 minutes
    - You got a ban for 15 minutes
    - Scared to play the next game

Recently, I noticed that much more people having disconnects on pick phase. Probably, we have the same issue.

Exactly this. There are 2 bugs that happen on the server related to DOTA/Steam. The first one is this one refusing connections to a specific match queue, and the second one is a random lag spike in the middle of the game that lasts 5-6 seconds. I've even seen it happen to immortals while watching their matches AND experienced it as a viewer of said match so it's not isolated at all. They may have even been in a tournament. While dying mid-match because of it is annoying, the thread one here is more annoying because it's 100% Valve's fault but users take 100% of the punishment for it which is not cool.

You should implement a retroactive pardon and lock it down to the 5 minute wait time only while you look into it. Intentional queue abusers are honestly the least of our issues with griefers, feeders, smurfs, etc. and limited reports for all of them.
