    I found it interesting to see, he's a bit peculiar, so the cape twisting fits his theme. I can't see why it is annoying.

    It twitches when he lays dead on the ground as well.

    Check the videos I posted.

    There's a difference between artistic twitching and physics glitching.

    As with every patch...new bugs introduced. Many of which still have not been fixed. So you might want to get used to seeing a glitchy Rubick cape, missing spell effects, & orbs on energy in random places while spectating games because they are not likely to get fixed anytime soon. Reminds me of the brightness slider still being broken since Phantom Lancer patch lol. Blows my mind how these issues weren't spotted in the "beta test client" I mean do they even play their game? surely they would have noticed all this buggy garbage.

    Edit: Forgot to mention that we can't even see the number of spectators now in the watch tab after Rubick patch.

    Same problem, looks like the ends of his cloak are constantly vibrating as in that second youtube video. It doesn't look intended (like the rest of his twitchy behaviors).

    Twitchy behaviour seems intendet as even his in-game model does the head-movements and shaking in a rather natural way, like a nervous tick. Cape on the other hand is just like old Super-Sayan Ursa bug, where Ursa with Overpower active light up all yellow and bright on some computers.
