What is the problem?Why not added?

I think they want to surpass the 'TRIPLE KILL' when they released 3 heroes at once. So it looks to me like they are finishing Legion Commander and Elder Titan and then releasing all 4 at the same time.

Because the heroes do not reach the test client until they are polished and valve are happy with the final result.

When Purge visited them he said they still were not happy with many of their designs quite yet.
