[Confirmed] Wisp's Tether does not have a cap for its mana replenishment transfer

Santelly transfers the mana it replenished regardless of its amount

If the mana it replenished is greater than the half of its max MP in a single instance, then it should wait...
    and think...
    for a while

Shall I transfer this great amount of mana or not?
The answer is no Santel, no you shall better not because Icy doesn't want that.

An itemless Io has 598 mana while it is at level 15
598/2 is 299, which is less than 300...
if you know what I mean

Aaaaand bam, I've found a DotA bug... both the mana replenishment and hp replenishment transfer checks if the change on the HP is less than 50%
