    I had the same problem as yours,tracerts are all low and my ISP not the cause either, fixed the problem by changing the steam settings of max pings/minute from "250" to "Automatic(3000)".

    i am playing from shanghai, but is my ping now a days when up to 500+ ...~~!! is it because the of the release of china server on the perfect world?

    3k ping is back.
    i find it 'stupidly' annoying why does it always comes back.

    So, I used to be able to play at 103.28, now it just time out everytime.
    Not to mention that 103.10 is just unplayable for me. (Receiving uncompressed undate from server..)

    Oh and about the time out at hop 6,7, 8, i test with another connection (same ISP), it time out too, even tracert to a local website, still time out.

    Here's from another friend of mine, he use the same ISP, his tracert have way higher ping than mine, but in game he has like 50 ping
